If you permanently abandon a rental property (walk away with no sale or transfer), you can deduct the remaining adjusted basis as an ordinary loss. The property must be truly abandoned with no expectation of recovery. This can be relevant for properties in severely declining markets or those with environmental issues making them worthless.
